The code of duties of primary dealers and the code of duties of recognized dealers are contracts specifying the rights and obligations of dealers vis-à-vis the Belgian Treasury.

Collateral
A pledging of securities or cash in the context of risk management on derivatives or repos which reduces credit risk.
If a counterparty is exposed (to financial obligations) vis-à-vis the Treasury, it pledges cash or securities as collateral for the Treasury to cover the latter's credit risk. -

Credit risk
The risk that one of the counterparties in a derivative or repo agreement does not fulfil its obligations due to insolvency or bankruptcy. The Treasury reduces this risk by choosing counterparties with a good rating and by using collateral as soon as the value of derivatives exceeds the set level (threshold).
